Guess what; the California Legistature will enact a budget by today that is balanced by assuming the tax propositions on the November ballot supported by Governor Brown get passed. It doesn’t look so good for them now. See this article about it by Dan Walters in The Sacrament Bee:

So if they don’t pass, does that mean we don’t have a budget? Of course not; they will balance it with their other smoke and mirrors.
