Well I guess the House saw the article of the IRS ineptitude in discovering tax return identity theft, because they passed a bill to help fight it agressively. See this article in Accounting Today by Michael Cohn that talks about it:

Now the Senate has to pass it and the President sign it (I think) then it can be implemented. Why do we need a bill to do this?
